Fred's is actually a pretty good store, might be characterized as a dollar store plus or a discount store light.  It started as a dollar store, often with merchandise heaped in bins.  It evolved into a fairly slick merchandiser with substantial soft goods departments in addition to hardlines, garden shops, many locations with pharmacies, (and some standalone pharmacies called Fred's Express).  Their clothing areas are much larger than those found in a Dollar General or Family Dollar...sort of reminds you of Roses back when they were better stores.
