Rust removal from shopping carts?

Does anyone have a good way to remove rust from the chrome parts on shopping carts as my shopko baskets are rusty and i would like to make them look better and i do know that they will rust if they get wet

Most likely the chrome plating is chipping off, leaving exposed areas that can rust.
Aside from finding someone with a chrome bath and getting them replated there is not
a lot you can do.  Steel wool will take off the top layer of rust....a temporary solution.
But it will also accelerate the breakdown of the chrome plating.

Making carts out of stainless steel would be prohibitively expensive.

i do know that they will rust again very easily but im not going to be taking them outside very often its also just to make it look nicer

They make a chrome-look spray paint.
That might make it look a little better, at least temporarily.
