the town of oxford ma  moved the date for trick or treating from the 31st to november 1st

OXFORD— A divided board of selectmen last night reaffirmed its decision that trick-or-treating in town will be Nov. 1.

Selectman John G. Saad made a motion that the board suspend its trick-or-treat policy this year, in part because of the "vast number of requests regarding the Halloween policy."

According to that policy, which was established on Aug. 8, 2006, when Halloween falls on a Friday or Saturday, trick-or-treating will be on Saturday. If Oct. 31 falls on a Sunday or Monday, children will go door-to-door on Sunday, and if Halloween is on Tuesday through Thursday, there will be no change.

This year, Halloween is on a Friday, so the board followed its policy and changed trick-or-treating to Saturday, Nov. 1.

Henry J. LaMountain said that that the selectmen's office received 179 e-mails and telephone calls asking the board to reconsider, but Mr. LaMountain said, "The policy has not had the chance to work yet."

He compared it to the board's decision to erect pylons on Sutton Avenue, dividing that road. Despite complaints from neighbors, the pylons will remain up until Nov. 1. "Instead of eight-plus accidents, there have been none. We didn't fall prey to the outcry. Now we're not giving this policy a chance."

Mr. LaMountain also said that because of heavy media coverage, everyone in town is aware that trick-or-treating is Nov. 1 in Oxford. "We'd create more confusion (by changing it) than by leaving it alone," he said.

Selectman Daniel P. Coonan said he would like to see the policy revisited and trick-or-treating moved back to Halloween.

Mr. Saad said, "The Board of Selectmen can't be preacher, mother and father. We can't legislate behavior. In a kid's mind, Halloween and trick-or-treat go together."

He pointed out that he could not recall a local trick-or-treater being involved in an accident, which might have justified the policy.

Selectman Susan M. Gallant said, "I don't want to wait until something happens," and pointed out that there are three times as many cars on Sutton Avenue on a Friday night as there are on Saturday night. "At a minimum, we can do what we can to keep the town safe."

Mr. LaMountain said that though the most vocal group has been those who want to move trick-or-treat to Halloween, "there are also people who agree with us. Most folks don't care."

A few of the dozen parents who came to the selectmen's meeting spoke out against the change of trick-or-treating from Oct. 31 to Nov. 1.

Lorri A. Shadis, of 18 Hillcrest Drive, told selectmen it was not in their job description to meddle with a national holiday. "You're causing more of a traffic situation," she said. "You're bringing more cars for double-dipping, endangering our children. It's not your responsibility to tell me when and how to take care of my children. I don't need your help."

Mr. Coonan said that Halloween is a "$6 billion industry," and moving it to another day "is like telling a child he has to wait a day to celebrate his birthday. We're overlegislating."
