Looks like Redner's but the parking lot doesn't look familiar. I don't know of any other store that uses carts like that.

What store is not big box, and has blue baskets but no carts? Here's a hint: It's a blue version of Big Lots' old big Lots/Odd Lots baskets. Sorry, can't post pics yet.
