The Ollie's Bargain Outlet in Queensbury, NY had a couple Value City carts. Manufactured by United Steel & Wire Co. in June 2004, so no model no. is listed. Looks to also have had some stickers covering up the Value City logos at some point.

There are some in use at Duffy's Beer and More in Pleasant Hills, PA.
This is located in a shopping center where their next-door neighbor for many years
was a Value City store.
