Great, but it's taking a long time to attract tenants to this center.  In Epping, the same owners were able to fill their new center with several well known chains.

In Portsmouth, Southgate is at a standstill.

It's not helping that the Ninety Nine nixed the sale of alcohol at a Mexican restaurant due to open soon at Southgate:
